Ty Ulrey
Senior Fiscal Policy Analyst

Ty joined the team in October of 2024 as CBHDA's Senior Fiscal Policy Analyst.
After moving to Sacramento in 2022, Ty spent his first two years in the capitol at the Department of Finance where he helped to develop and oversee the statewide budget for the Medi-Cal program and testified on issues related to hospital financing, Medi-Cal reform (CalAIM), and other physical health issues. Ty also brings nearly a decade of experience in the behavioral health field from his time living in San Luis Obispo, where he provided behavioral support services to children and young adults, and oversaw housing services as a program supervisor.
Ty graduated with distinction from California Polytechnic State University, San Luis Obispo, where he completed a Master's in Public Policy and received the 2019 Civic Leadership award. Ty completed two graduate student internships, during which he led an MHSA Innovation program evaluation in partnership with SLO County, and assisted in developing the county's first Child Abuse Prevention Plan. He also holds a Bachelor of Arts degree in Psychology from California Polytechnic State University, Humboldt.
